Overview

The CPS-INCIDENT Manager provides an operational backbone for situational awareness, decision support, and multi-agency coordination.


Safety Act Designated and driven by NIMS and ICS, INCIDENT Manager takes users beyond status boards by offering the industry’s most comprehensive solution.


The software, which was originally developed at the Oak Ridge National Laboratories, TN, as a bio-terror management solution (a joint effort of the DOE, DOD, & DOJ commissioned under the Nunn-Luger-Domenici Act), is uniquely architected to help planners and responders solve complex emergency management problems with many dynamic variables.  FEMA released a NIMS Support Technology Evaluation Report (STEP) in May 2008 citing that the software is “consistent with the concepts and principles of NIMS and can support all 15 Essential Support Functions and applies to all nine command functions, to a multi-discipline response, and to all hazards events”.


INCIDENT Manager is a module within the CPS Platform and is available individually or can seamlessly integrate with any of the CPS suite of modules including CEMPlanner, Tactical Planning Wizard, RESOURCE Manager, GIS, and Exercise. 

Why INCIDENT Manager?

Effectively managing dynamic operating environment requires a system, with the right mix of capabilities, scalability, and flexibility to meet operational complexities including the ability to provide “on the fly” utility without having to pre-populate a complex database.

Many first generation incident management solutions provide limited incident tracking and status monitoring. Users log into a secure portal, share information, and display information on various status boards.  However, situational awareness is only the first step in incident management.

FAQ

Is INCIDENT Manager operational after installation or does the system require a long database implementation effort?

CPS is operational almost immediately after install.  Once user’s are added to the system, they can communicate using integrated messaging center, activate new incidents, manage tasks, live chat, and view status boards

Are the INCIDENT Manager ICS forms automated, or are the static forms that I have to fill out ad-hoc?

Automated.  ICS forms in CPS automatically update and exchange available data between each other and within the database.  For example, resource requests and deployments automatically roll up into the appropriate ICS forms.

How else is ICIDENT Manager consistent with NIMS principals and guidelines?

FEMA’s NIMS Supporting Technology Evaluation Program (NIMS STEP), an independent panel of test engineers and Subject Matter Experts (SMEs), has determined that CPS is consistent with the concepts and principles of NIMS and:

  • Supports all 15 Emergency Support Functions (ESF) as a Command and Control product;
  • Applies to all nine Incident Command functions, to a multi-discipline response, and to all hazards, including national political conventions and large sporting events;
