CEMPlanner

CEMPlanner™ - Comprehensive Emergency Management Planner

Are you understaffed and under-budgeted? Are you too busy writing grants to comply with all the unfunded mandates? Maybe you're finding it difficult to achieve stakeholder buy-in, coordinate schedules, and keep track of all the changing standards and state formatting requirements. Are you limited on qualified plan writers?

If so, then ...

Simplify your planning with our affordable, web-based application that brings stakeholders together on a collaborative platform and guides them step-by-step through the planning process to create and maintain standards based emergency plans.

Overview

CEMPlanner is a web based planning system that generates emergency standards based plans.

The system prompts planners and stakeholders step-by-step through the planning processes (Based on FEMA’s CPG-101).

Simply fill in the customizable templates and the software does the rest. Lead planners gauge progress by viewing completion reports of each planning section. Once the process is completed, plans can be printed and submitted to regulatory agencies, and automatically "activated" into incident management systems such as the CPS INCIDENT Manager or RESOURCE Manager, to be implemented and managed during a response.

The solution functions as a "virtual" planner who facilitates the planning process, enables "virtual' meetings, keeps plans organized and accessible, and keeps track of emerging standards and best practices. This ensures a community truly does have a comprehensive plan.

CEMPlanner creates the emergency operations plan (EOP), site plans and all of their components, including the basic plan, functional annexes, incident and event plans, and site plans.

While CEMPlanner provides the EOP template “out-of-the-box”, the system’s flexibility allows users to customize the template based on their jurisdictional needs as well as create additional planning types including COOP, COG, Exercise, Interoperable Communications Plans, and more.

Why CEMPlanner™?

In addition to large jurisdictions, smaller, under-staffed, under-budgeted emergency management agencies can provide quality plans in ways they have never been able to do before!

CEMPlanner is the ONLY system designed to:

Facilitate the entire planning process.
It is often said that the planning process is more valuable than the plan itself. Circumventing the process can adversely affect fundamental benefits achieved during plan development. CEMPlanner guides users through each step of the planning process in an automated format that facilitates collaboration, interaction, contribution, and accountability of stakeholders.

Keep your plans consistent with standards.
CEMPlanner’s planning process as well as its EOP template are based on industry standards including FEMA’s CPG-101, the National Response Framework, the National Incident Management Systems , Emergency Management Accreditation Program (EMAP) standards, and NFPA 1600 standards..

Optional Modules:

Tactical Planning Wizard - Link planning to response.
In addition to generating paper plans to meet state and federal requirements, CEMPlanner automates implementing procedures that can be activated and managed with any incident management application. Implementing procedures are created using the system’s Tactical Planning Wizard and include:

  • Notifications
  • Checklists
  • Resource Requirements
  • Incident Related Facilities

Resource Inventory Module - Integrate resource needs and shortfalls into the planning process.
Paper plans fall short in meeting the dynamic nature of identifying resource requirements and identifying resource gaps. CEMPlanner incorporates resource requirements in to the planning process. The system compares resource requirements with a built in resource inventory system to help planners identify resource shortfalls, surplus, and shortfall resolutions.
