CEMPlanner

CEMPlanner™ - Comprehensive Emergency Management Planner

Are you understaffed and under-budgeted? Are you too busy writing grants to comply with all the unfunded mandates? Maybe you're finding it difficult to achieve stakeholder buy-in, coordinate schedules, and keep track of all the changing standards and state formatting requirements. Are you limited on qualified plan writers?

If so, then ...

Simplify your planning with our affordable, web-based application that generates industry compliant plans through facilitated process and standards-based workflow.

Overview

CEMPlanner is a web based planning system that generates industry compliant plans.

The system prompts planners and stakeholders step-by-step through the planning processes.

Simply fill in the customizable templates and the software does the rest. Lead planners gauge progress by viewing completion reports of each planning section. Once the process is completed, plans can be printed and submitted to regulatory agencies, and automatically "activated" into incident management systems such as CPS, to be implemented and managed during a response.

The solution functions as a "virtual" planner who facilitates the planning process, enables "virtual' meetings, keeps plans organized and accessible, and keeps track of emerging standards and best practices. This ensures a community truly does have a comprehensive plan.

CEMPlanner creates the emergency operations plan (EOP), site plans and all of their components, including the basic plan, functional annexes, incident and event plans, and site plans.

Since comprehensive plans are collections of plans, CEMPlanner offers a complete suite of emergency management planning templates that are operationalized into a single web-based product that simplifies the complexities of the planning process. Plans include COOP, COG, Hazard Mitigation, and others.

Why CEMPlanner™?

In addition to large jurisdictions, smaller, under-staffed, under-budgeted emergency management agencies can provide quality plans in ways they have never been able to do before!

CEMPlanner is the ONLY system designed to:

Facilitate the entire planning process.
It is often said that the planning process is more valuable than the plan itself. Circumventing the process can adversely affect fundamental benefits achieved during plan development. CEMPlanner guides users through each step of the planning process in an automated format that facilitates collaboration, interaction, contribution, and accountability of stakeholders.

Keep your plans consistent with standards.
The system generates the complete suite of standards based plans from a single application. As standards and formatting requirements evolve, CEMPlanner will automatically update as part of its ongoing service. Standards currently include the CPG-101 - INTERIM Version 1.0 1 August 2008, the National Response Framework, the National Incident Management Systems , Emergency Management Accreditation Program (EMAP) standards, and NFPA 1600 standards.

Link planning to response.
In addition to generating paper plans to meet state and federal requirements, CEMPlanner automates implementing procedures that can be activated and managed with any incident management application. Implementing procedures include:

  • Notifications
  • Checklists
  • Resource Requirements
  • Incident Related Facilities

Integrate resource needs and shortfalls into the planning process.
Paper plans fall short in meeting the dynamic nature of identifying resource requirements and identifying resource gaps. CEMPlanner incorporates resource requirements in to the planning process. The system compares resource requirements with a built in resource inventory system to help planners identify resource shortfalls, surplus, and shortfall resolutions.
